Local Government: There is the third-tier of government called Local Government. This Local Government includes Panchayats in villages and Municipalities in urban areas. But elections were not held regularly and Local Governments were not given any power by State Government. Thus, this was the case of non-effective decentralisation. A major step towards decentralisation was taken in 1992.The Constitution was amended to make the third-tier of democracy more powerful and effective.
